In Ukraine, a significant portion of the population is forced to spend a substantial part of their family budget on medical services. At the same time, more than 11% of citizens do not seek medical attention at all, which may indicate financial barriers or distrust of the healthcare system.

This was reported by the information portal “My Kyiv Region” with reference to Interfax – Ukraine.

Almost a quarter of Ukrainians spend up to 20% of their family budget on healthcare, and one in five spend more than 20%. This is evidenced by the results of a survey conducted in early February by the research company Active Group in conjunction with the Experts Club analytical center. According to Experts Club founder Maxim Urakin, such expenses are a serious financial burden for households. According to international methodology, if a person spends more than 10% of their budget on medicine, this is already considered a catastrophic expense. Thus, a significant portion of Ukrainians are in a zone of increased economic risk.

The study also showed that 41.3% of Ukrainians visit doctors 1–2 times a year, 27.2% — 3–5 times, 10.4% — 6–10 times, and almost 10% — more than 10 times a year. At the same time, 11% of respondents do not visit doctors at all. Alexander Pozniy, director and co-founder of Active Group, noted that the group of people who do not seek medical help requires separate analysis. The reasons may include financial difficulties and distrust of doctors, as well as psychological exhaustion.

According to the survey results, family doctors remain accessible to the majority of the population, especially in cities. At the same time, access to specialists, particularly in rural areas and remote communities, remains problematic due to a shortage of specialists. Representatives of the professional community also spoke about the need for changes in rural medicine. In particular, they emphasized the importance of ensuring equal access to specialized care for rural residents.

The survey was conducted on February 11–12, 2026, on the SunFlowerSociology online panel. It involved 1,000 respondents from all regions of Ukraine, except for the temporarily occupied territories.
