Domestic cement consumption in Ukraine in 2024 amounted to 6.3 million tons, which is almost half the figures before the start of the full-scale war.
This is stated in a study by the Experts Club information and analytical center, conducted with the assistance of the Association of Cement Producers of Ukraine “Ukrcement”.
Thus, in 2021, the volume of cement consumption in Ukraine amounted to about 10.6 million tons, in 2022 it fell to approximately 4.5 million tons, and by 2024 it had grown to about 6.3 million tons.
“Thus, the country has approached a stable level of demand, which remains almost half as low as in pre-war times,” the authors of the study indicate.
At the same time, the demand structure has also changed significantly over the past five years: infrastructure and defense projects play the main role, while residential and commercial construction has reduced its share.
“In peacetime, the main stabilizer of demand was mass housing construction and infrastructure. In 2023-2025, the basic demand will be formed by roads and engineering structures (including fortifications and shelters), municipal and energy facilities, point-by-point restoration projects, as well as the private sector,” analysts note.
Thus, Ukrainian producers have reoriented part of their cement for export. If in 2021, cement exports from Ukraine amounted to about 9% of production volumes (971 thousand tons), then in 2024 it reached about 21.3% of production volumes (1.7 million tons). The main export destinations remain neighboring countries – Poland, Romania, Hungary and Moldova.
Instead, cement imports to Ukraine have fallen 25 times in recent years: from about 1 million tons in 2020 to about 40 thousand tons in 2024.
Taking into account the increase in exports, cement production in Ukraine in 2024 reached about 8 million tons, domestic consumption – about 6.3 million tons, exports – about 1.5-1.7 million tons.
“In 2025, manufacturers are talking about an actual “ceiling” – about 8 million tons with current risks and logistics, this is probably the maximum figure,” the authors of the study conclude.
Experts note that the cement production market in Ukraine in 2024-2025 is highly concentrated, the key producers are: PrJSC “Ivano-Frankivskcement”, CRH Group (after the AMCU approval of the agreement to acquire Dyckerhoff/Buzzi assets – PrJSC “VIPCEM”, JSC “Podilsky Cement”, PrJSC “Mykolayivcement”, LLC “Cement”) and PrJSC “Kryvyi Rih Cement”.
They add that the growth of the cement industry is limited by military risks and energy infrastructure (in particular, the availability of electricity), regional logistical shoulders, as well as regulatory and competitive issues.
As reported, the total area of residential buildings put into operation in 2024 increased to 9.76 million square meters, which is 21.1% more compared to 2023.
According to the results of 2023, the commissioning of housing in Ukraine increased by 3.8% compared to 2022, to 7.38 million sq. m. At the same time, 4.28 million sq. m of housing were commissioned in cities, which is 10% less than the previous year. At the same time, 31.6% more housing was commissioned in rural areas than in 2022 – 3.1 million sq. m.
