Article on access to healthcare in Ukraine by Active Group and Experts Club on website slovoproslovo.info

In Ukraine, 11% of citizens never visit doctors, while almost 10% visit medical facilities more than ten times a year. These figures were published by Active Group and Experts Club based on the results of a joint study.

How often Ukrainians visit doctors

According to the survey:

41.3% visit doctors 1–2 times a year;

27.2% — 3–5 times;

10.4% — 6–10 times;

almost 10% — more than 10 times a year;

more than 11% — do not seek medical help at all.

Alexander Pozniy, director and co-founder of Active Group, noted that the group of people who completely avoid medical consultations requires separate analysis.

“The group of people who do not visit doctors at all requires a separate study of the reasons, which may include financial barriers and mistrust, as well as psychological burnout,” he said.

At the same time, the expert noted that the largest share of respondents see a doctor only 1–2 times a year, but this may indicate either good health or limited access to or distrust of the healthcare system.

“We need to ask ourselves why this is the case: is it because people are so healthy, or because they cannot go to the doctor or do not trust doctors? But this is a question for the medical professionals themselves,” Pozniy said.

Problems with access to specialized care

According to experts, family doctors remain accessible to most of the population, especially in cities. However, the situation is more complicated with narrow specialists, especially in rural areas and remote communities.

Grygoriy Soloninka, a member of the board of the Kyiv Regional Organization of the All-Ukrainian Medical Association and a professor at Kyiv Medical University, emphasized:

“We need to return to the issue of rural medicine and, perhaps, make certain changes so that the rural population does not receive fewer services than the urban population.”

“If we take a remote village, there is probably a problem with getting to a specialist and receiving specialized medical care,” he added.

Financial pressure on families

Maksym Urakyn, founder of Experts Club, stressed that medicine directly affects the economic stability of the country.

“Medicine is part of the economic stability of the country, and when medical expenses erode family budgets, it affects consumption, savings, and people’s ability to work and recover.”

According to the results of the study:

almost a quarter of the population spends up to 20% of their family budget on medicine; one in five spends more than 20%.

“In Ukraine, almost a quarter of the population spends up to 20% of their family budget on medicine, and one in five spends more than 20%. If we translate this into the language of economic and financial analysis, from the point of view of international methodology, the fact that a person spends more than 10% of their budget is catastrophic. In other words, we see signs of a serious financial burden,” Urakin emphasized.

Research methodology

The survey was conducted on February 11–12, 2026, on the SunFlowerSociology online panel. It involved 1,000 respondents from a representative sample in all regions of Ukraine, except for the temporarily occupied territories.
